Over the past year, the state legislature has seen fit to decriminalize the possession of a small amount of marijuana. Possession of less than one half ounce of marijuana is punishable by a fine of $250 and is classified as an infraction, which has the same legal weight and effect as a speeding ticket. Or does it?
